Started wrapping gio-standalone

As I announced yesterday, I’ve begun writing C++ bindings for gio-standalone. A welcome addition to the GTK+ application framework, it (the wrapper library) will eventually be merged in glibmm. The development will take place in the gnomemm incubator, at http://svn.gnome.org/svn/gnomemm/giomm/trunk
